Early Intervention Program (EIP)

Welcome to our Early Intervention Program (EIP), a compassionate and supportive service for infants and toddlers with special needs.

If you have concerns about your child's development, reach out to the NYS Department of Health, Bureau of Early Intervention at (518) 473-7016 or e-mail beipub@health.ny.gov. for a referral. Our program, funded by New York State and New York City government, is designed for children under three years old with developmental delays or disabilities.

Comprehensive Services: Our State-approved and municipality-contracted provider,  Uoutlook International Education, INC. DBA Star a Kidz is dedicated to offering essential early intervention services tailored to your child's unique needs, including Service Coordination and Home/Community-based individual/collateral visits provided by Special Instruction, Applied Behavior Analysis and Speech-Language Pathologist professionals. The municipality will arrange for service providers, considering the individual needs of the child and family, to deliver services authorized by the municipality.


No Out-of-Pocket Costs: Access all EIP services with no out-of-pocket costs. While health insurance may cover some expenses, the municipality covers all other costs associated with your child's early intervention journey.

Collaborative Planning: If deemed eligible for the EIP, a collaborative plan is crafted involving you, New York City staff, and our team to ensure your child receives the necessary support. All the services must be authorized by the municipality. 

Flexible Service Locations: Services are delivered where it suits your child best—be it at home, in daycare, or other community settings. Please note that while the EIP covers service costs, it does not cover fees associated with daycare or other community settings.


At our EIP, we adhere to NYS policies to ensure transparency and clarity. All children must be referred to the municipality for EIP services, and eligibility is determined only by State-approved evaluators under contract with the municipality. We are committed to providing hope, support, and a tailored plan for your child's developmental journey.
